* when datapackage logic changed (e.g. we added new services or fixed some bugs)
* preiodically - because maybe the source data changed

Start by tracing the existing weekly datapackage generation for the last 120 days. Determine how historical Knesset data can be packaged yearly and how source changes or logic changes would trigger rebuilding. Done means the project has an agreed approach for producing and refreshing historical datapackages.
