Description
* source of the data should be in hasadna's open data portal
* each data source should be defined using metadata (like open budget's API but with more details - https://opendata.hasadna.org.il/dataset/obudget
* the operators should parse this data to determine what/how to sync and how the end result will look like in odata
* end result should be DB tables in the odata datastore
