Admin UI requires creating URLs manually

When creating an org & when adding a dataset, the form requires the user to explicitly set the URL for the org/dataset (as opposed to creating a default URL automatically, based on the entered text or a generated string)

Not sure if this is default CKAN behavior? Perhaps caused by the names being in Hebrew?
