candidate view inside committee is confusing

it doesn't look good and it's confusing - too many levels down and stuff to remember: submarine > committee > candidate (for this committee)

I suggest having a dedicated candidate page - and if you go to that page from a committee - you will see a clear indication that you are looking for this candidate as a candidate for this committee
with buttons to appoint him to the current committee (maybe button to appoint to other committee)

we are basing the entire workflow on the committees - but maybe people have a certain candidate in mind and then they choose a committee for him.. I think that's a valid use-case which is not handled well now.
