Font licenses for test font files

[SparseFont](https://github.com/harfbuzz/uharfbuzz/blob/main/tests/data/SparseFont.ttf), [noto_handwriting](https://github.com/harfbuzz/uharfbuzz/blob/main/tests/data/noto_handwriting-cff2_colr_1.otf) and [test_glyphs](https://github.com/harfbuzz/uharfbuzz/blob/main/tests/data/test_glyphs-glyf_colr_1.ttf) do not have any license information. Is it possible to add this or create font files which test the appropriate features but have licenses?
