Question about license for unicode data

Hi, I'm looking to package this for Debian and I have a question about the license situation for (for example) this file: https://github.com/harfbuzz/harfrust/blob/main/harfrust/src/unicode/emoji_table.rs

The first unicode link says:

The second link: https://www.unicode.org/reports/tr51/#Rights_to_Emoji_Images Does not grant any broader permissions as far as I can see?

Is there something that I'm missing that would make it legal do distribute this work in Debian?

Start with harfrust/src/unicode/emoji_table.rs and review the Unicode Standard and TR51 rights pages linked in the issue. Determine which licensing notices or permissions apply to the generated Unicode data and whether they permit Debian distribution. Done means recording a clear licensing conclusion and any required attribution or follow-up.
