[Hard Fork] Extend name claim period

Alexa top 100k, ICANN's TLD and any other reserved names are available for claim in a 4 years window. Ending in February 2024.

Simple and direct: **should we extend the name claim period?**

Keep in mind this would be a **hard fork!**

* Should we discuss it now or closer to the dead line?
* What should be the extended time?
* What's the impact of such change?
* What would be the process to apply this change?
