### Steps to Reproduce
1. Go to the homepage
2. Hover or click on the "Programs" tab in the navbar
3. This is what appears:
### Expected Behavior
- A dropdown should appear / navigation should occur.
### Environment
- Browser: Chrome Version XX
- Device: Desktop
- Screen size: 1920x1080
### Additional Context
- This happens on all pages.
- No console errors are shown.
