team note only visible by owners and setting cannot be changed

### What's the problem

#### Current behaviour

when creating a new team note, the share settings are set to owners only, and it cannot be changed

Provide steps to reproduce:

- click 'create team note'
- click 'share'
- observe that the read permission select is disabled and the write permission select only has 'owners' as an option, with the other options disabled

If possible, create a note with reproducible content and share the link with us.

#### Expected behaviour

permission can be changed (and default permission should not be owners to begin with because the team default is not set that way)

#### Environment

I use HackMD on:

**Desktop**
- OS: mac
- Browser: chrome
- Browser Version: 135.0.7049.85 (Official Build) (arm64)
