Update Project Profile: Civic Tech Jobs (Move Figma from Technology to Tool)

### Overview
We need to keep project information up to date so that visitors to the website can find accurate information.

### Action Items
- [ ] In your IDE, open the `_projects/civic-tech-jobs.md` file.
- [ ] Observe the existing syntax of the front matter block [^1] in the file.
- [ ] Find the `technologies` variable and remove the following:

- [ ] Verify the changes by viewing the following in your local environment with Docker and include before and after screenshots with your pull request:

- [ ] Figma is only listed in the "Tools" filter once on the Project page (currently it's listed twice) [^3]

Open _projects/civic-tech-jobs.md and inspect its existing front matter syntax, then move Figma from technologies to tools. Start the site locally with Docker and check the Civic Tech Jobs page, its project card, and the Tools filter. Done means the pages render correctly and Figma appears only once in the Tools filter, with before-and-after screenshots included in the pull request.
