Rewrite Letter from the Executive Director

### Overview
We need to rewrite the letter from the executive director to go in the designated space on the website.

### Action Items
- [x] Create a Google Doc for the new executive letter titled HfLA: Executive Letter (resource 1.01)
- [ ] Draft a revised version of the letter aligned with current organizational priorities and messaging in a Google Doc.
- [ ] Ensure the tone reflects leadership voice and is appropriate for the website audience.
- [ ] Confirm accuracy of any dates, statistics, program references, or calls to action.
- [ ] While in the Google Doc get the letter approved by the executive director.
- [ ] Create a comment in this issue with the text of the approved letter formatted in markdown.
- [ ] Add the link for the comment of the letter to resource 1.03 of #8484.
- [ ] Release the dependency on issue #8484.
