Create script that rolls up the data from the participant record sheets

### Overview
We need to create a script that sweeps the data from a submitted participant record sheet out of the workbook into the roll up sheet

#### Details
This script should:
- advance the counters in Global Values
- lock the sheet that has been submitted, so that they can't edit or resubmit
