Rebuild the dashboard using the new STATIC data source

We need to rebuild the dashboard using the new data source to verify data schema will be sufficient before we start using live data.

### Action Items
- [ ] Review and understand the way the current dashboard accesses the data
- [ ] Make a copy of the dashboard
- [ ] wire up the data to the new fake data from Cohort 22, IDs 3, 5 roll up sheet
