ER: create new page for joining the admin team

### Emergent Requirement - Problem
When you look at the meeting times on the events page, the admin meetings come up but the link does not resolve to anywhere useful. Temporarily, we will point to the Join Us page. But in the future, we should have a place on the website that allows people to find out about joining the admin team.
