Description

### Emergent Requirement - Problem
We need to write an issue for documenting the issue-making levels in a wiki page.

### Issue you discovered this emergent requirement in
- #4362

### Date discovered
2023-Apr-09

### Did you have to do something temporarily
- [ ] YES
- [x] NO

### Who was involved
@JessicaLucindaCheng
@ExperimentsInHonesty

### What happens if this is not addressed
We don't have documentation that we can refer people to when they ask about those labels. Thus, someone would have to explain the issue-making levels repeatedly.

### Resources
- [Issue Making labels and definitions](https://github.com/hackforla/website/labels?q=making)
- Issue Making: Level 2 can also mean writing an issue from ER or scratch using the blank issue template or form. So, a one-off issue that doesn't require a template to be made.
- See this comment where Bonnie outlined the progression https://github.com/hackforla/website/issues/4152#issuecomment-1510441113
- See this comment where it explains how the Complexity and Issue Making labels work together: https://github.com/hackforla/website/issues/4362#issuecomment-1567578066
