Update Policy Design Figma

### Overview
On the [Privacy Policy Figma page](https://www.figma.com/file/0RRPy1Ph7HafI3qOITg0Mr/Hack-for-LA-Website?node-id=17845%3A137765) mobile and desktop frames, the "Effective date" section's content is missing and the "Questions" header is missing.

### Action Items
- [ ] Look at the live Privacy Policy page to see how the Effective Date and Questions header/content should look (It is correct)
- [ ] Make the main content's frame longer in Figma
- [ ] Open the [Privacy Policy Google Docs](https://docs.google.com/document/d/19x1KsMTU-QBdopiV08HSBQ0i4g1ChrcPZ8ZXmUK50cY/edit#heading=h.1kvk4qkoxhzw)
- [ ] Move the Questions section's content down to make space for the Effective Date section's content
- [ ] Copy the Effective Date section's content into the desktop and mobile frames
- [ ] Make sure that the spacing between the Effective Date's header and content is 24
- [ ] Make the Questions Header on top of its content
- [ ] Make sure the spacing between the Effective Date's content and the Questions header is 48
- [ ] Review with Design Lead when finished
