Create onboarding UXR issues

### Overview
We need to create issues from the Action Steps spreadsheet that was generated from the onboarding research project. This will enable the continuation of UX research based on the insights generated from previous research.
### Action Items

- [x] Review the ```Creating and Working with GitHub Issues``` for how to create issues
- [x] Review the ```onboarding research summary``` slide deck
- [x] Review the ```action steps spreadsheet```
- [x] Create issues from action items that have "UX" under the "Responsible" column (in spreadsheet) using the guidance from ```Creating and Working with GitHub Issues```
- [ ] update the wiki with issue numbers
- [ ] Review issues with research lead to get them to sign off and have them add ready for milestone label
