Dev: Update the Status Overlay

### Overview
We need to update the Status overlay so that it is consistent with the Submission Status, Visibility, Target Points and On Hold overlays

#### Details
- Appears on the My Projects page (user and admin views)
- Replace the "Drafts and Snapshots" text to "All"
