Dev: Update Submission Status Overlay

### Overview
We need to update Submission Status overlay changing from list filter overlay to radio options so that it is more like Visibility overlay

#### Details
- Appears on
- Submission
- Manage Submissions
- Replace the two radio button sort options on the top from "Sort A-Z" and "Sort Z-A" to "Pending First" and "Withdrawn First"
- Remove Select All, Clear, 0 selected
- Replace checkboxes with radio buttons
- Add a 3rd filter option 'All'

Before (current) - update Submission Status Overlay

After - update Submission Status Overlay

- [ ] Implement change - this may require introducing a new type of column header? Or you may be able to reuse one of the other column heading types
