Dev: Update the DRO Overlay

### Overview
We need to update the DRO overlay on the My Projects (User and Admin views) and Manage Submissions pages so that the checkboxes are reordered, no search box appears and "-" replaces "No DRO Assigned" option

#### Details
- Appears on
- My Projects page (user and admin views)
- Manage Submissions page
- Order the DRO overlay checkboxes as follows:
- [ ] -
- [ ] Central
- [ ] Valley
- [ ] West LA
- remove the search box from My Projects DRO overlay because it only has three options
- change "No DRO Assigned" to "-" on My Projects DRO overlay. It's already changed on Manage Submissions
