Dev: Change button text on the Login page

### Overview
We need to change the text of the white button on the login page from "CONTINUE WITHOUT SAVING" to "CONTINUE AS GUEST" so that it uses more intuitive language.

#### Details
For a long time it has said "Continue without saving, we don't remember why we originally choose that language, but its time for an update that reflects the oposite of loging in.

- [ ] Move the development issue from the Prioritized Backlog to In Progress.
- [ ] Implement change
- [ ] Create a PR, if applicable.
- [ ] Create a new slide (or edit one if it already exists) in staging and add the before and after images
- [ ] Once the PR has been approved, use it to close this issue. If there is no PR is associated with this issue, close this issue after lead signoff.

Open the login page at https://tdm-dev.azurewebsites.net/login and search the repository for the existing “CONTINUE WITHOUT SAVING” text to locate the button. Done means the button reads “CONTINUE AS GUEST,” with before-and-after images added to staging slide 3333 in the Staging Deck.
