Product: Standardize Submitted TDM Plan Status Naming Across Application

### Overview
We need to have one unified name for the status of a submitted TDM Plan, so that users won't get confused.

- Submissions: Approval Status

- Page 5: Submission Status
- PDF: Submission Status
