Dev: Make Remaining Tooltips Editable

### Overview
Admin users need the ability to edit all the tooltip text in the application so that they can update the information in the tooltips easily.

#### Details
- This issue is the same as https://github.com/hackforla/tdm-calculator/issues/1992 but for the places where we didn't already apply it.

- side bar
- Page 3 of Calculator
