Description

### Dependency
These depedencies are here because we are trying to avoid duplicate work for designers. As of 2026-05-20 the user and admin facing screens are not up to date, and that is causing each designer to have to recreate columns and other features of the My projects pages (Active and Deleted Tabs) before they start. These issues (specificallly 1999 might also end up renaming or removing columns, and if thats the case, then we would not need this design issue.

### Overview
We need to update the Deleted tab UI to remove the Visibility column, because once a project is deleted the visibility is automatically reset to unhidden (default).

Stakeholders approved this change on 2026-04-14

Update the Deleted tab UI:

- Remove Visibility column from Deleted tab
- Deleted projects should not have hidden state
- show the states of the workflow
- hidden project on Active tab
- project is deleted on active tab
- show on deleted tab
- restore from deleted tab
- show on Active Tab (project no longer hidden)
