Description

### Dependency
- [ ] https://github.com/hackforla/tdm-calculator/issues/2787 (and it's child issues)
- [ ] Check to see if any of the other snapshot submission issues should be completed before this is prioritized [is:issue state:open label:"p-feature: snapshot"](https://github.com/hackforla/tdm-calculator/issues?q=is%3Aissue%20state%3Aopen%20label%3A%22p-feature%3A%20snapshot%22)
- Snapshot processes to review
- Create snapshot
- Delete snapshot
- Duplicate snapshot
- Share snapshot
- Submit Snapshot

### Overview
We need to have a message display when the user tries to submit a snapshot before the effective date, so that the LADOT DRO staff does not have to process them before they are trained.

### Details
This message will intercept any submissions before they are completed and the message will be removed on the effective date.

Research direction

Start by reviewing dependency issue 2787 and the other open snapshot submission issues, especially the Submit Snapshot process. Then use the linked staging-deck slide and Figma workflow to create and review the proposed message design. Done means stakeholder-approved designs, annotations, a Ready for Dev section, and a development handoff issue linked here.
