Bug: Firefox > Extra space below footer

DO NOT ASSIGN YOURSELF TO THIS ISSUE IF YOU DON'T HAVE A WINDOWS MACHINE.

#### Description

When using Firefox on the TDM site, if the browser's viewport height is larger than the height of a page's contents, the page footer is made visible within the viewport without the user having to scroll. When this is true, 2 pixels of white margin are added below the footer. The added white margin should not be present.

#### Steps to reproduce the issue

Note that these are sample steps and that this defect can be reproduced on any page.
1. Open Firefox.
2. Ensure that the browser has a viewport height of at least 600 pixels.
3. Navigate to the TDM Dev site.
4. Navigate to the Login page.

#### Expected Result

The footer should not have extra margin spacing below it.

#### Actual Result

The footer has two pixels of white margin below it.
