CI/CD and Version Control Options for Google App Scripts

### Context

As it stands, we don't have a way to track google app script code changes, run tests against them, or deploy them based on some lifecycle and health checks. While it isn't expected that we move in this direction right away, it would be nice to at least have some code management, documentation, and version control all in one place. With that in mind, the goal of this issue is to do research on options for version control and CI/CD for google app script.

This is purely a research and discussion type issue. Once discussion is over, then this issue can be closed and the appropriate action items can be drafted up.
