### Resources/Instructions
There are three main types of expenses for nonprofits where grants are concerned. Program services are defined by the IRS as the activities that further an organization's exempt purpose. This includes salaries for employees directly working on projects as well as any employee that provides services that further the organization's mission. The other two expense categories are administrative & fundraising costs.
Grants are funded based on a point system. Organizations typically should not allocate more than 15-20% of their budget for administrative and fundraising costs. As that percentage rises, points are deducted.
[This](https://www.charitynavigator.org/index.cfm?bay=content.view&cpid=48#PerformanceMetricOne) is a great resource by Charity Navigator that breaks down how grants are scored and what percentage of budgets should go to projects vs organizational costs.
