Conduct research on CoP attendance

### Overview
We need to conduct a research to identify the reasons for low attendance at weekly meetings. Outcomes include understanding volunteer motivations, discovering effective meeting practices and how to improve attendance, etc. The research will initially focus on the PM CoP before being implemented by other projects.
