Gather all the information we have about our NC contacts

### Overview
We need to a folder that has all the details about all the NC contacts we have had so that we can manage the relationships at an org level and create best outcomes with projects and partners.

### Action Items
- [ ] Find a PM who is interested in stakeholder management
- [ ] Add them to the google drive
- [ ] Dig through the Agendas in the 311 Agendas folder and update the copy of the 311 spreadsheet
- [ ] review with Bonnie
- [ ] Setup meeting with John Ritchey and Bonnie for download.
