We need to add seed data to the PracticeArea table, so that it can be added by Devs to the database.

- [x] Create spreadsheet tab (resource 1.01)
- [x] add field names as column headers
- [ ] populate spreadsheet with data
- [ ] update the Data Chart tab (resource 1.01.01)
- [ ] release dependency in #[REPLACE WITH DEV ISSUE NUMBER]
