Product/DB: Epic: Create issues to make seed data

### Overview
We need to create issues for making seed data, so that we can make sure all seed data tables needed get completed.

### Action Items
- [ ] Create issues for each row on sheet (resource 1.01.01) using the template (resource 1.02)
- [ ] Use the milestone prioritization from the spreadsheet for each issue for the Milestone field on the issue
- [ ] Copy the Purpose from the sheet into the template

- [ ] Use the Stakeholders column to know which stakeholder ("s:") label to use
- [ ] Add issue to sub issues
- [ ] Close this epic once all issues are made.
