Epic: Update all stakeholder-related issues with instructions about adding a slide to the PeopleDepot staging deck

### Overview
The staging deck is where we will create slides about GitHub issues which relate to our stakeholders (VRMS, CTJ, Website, and KB).

Every stakeholder-related issue on the PeopleDepot project board needs to contains instructions for updating the staging deck, so that:
- We can reduce the time it takes to make the staging deck, and
- We don't miss issues that are relevant to our stakeholders.

### Action Items
- [ ] Create issues with the following titles, using the template below for each one (Resources 1.01) and adding the quick link to the relevant column (Resources 1.02):
- [ ] Update stakeholder-related issues in the PRIORITIZED BACKLOG with staging deck links
- [ ] Update stakeholder-related issues in the IN PROGRESS column with staging deck links
- [ ] Update stakeholder-related issues in the NEW ISSUE REVIEW column with staging deck links
- [ ] Update stakeholder-related issues in the ICE BOX with staging deck links
- [ ] Update all issue templates with staging deck links and resource links for related issues
- [ ] Add the appropriate labels to each issue (see [this TDM issue](https://github.com/hackforla/tdm-calculator/issues/1968) as an example), including `ready for prioritization`
- [ ] Add the milestone `05. Team Workflow` to each issue
