Update issue assignment and team roster

### Dependencies
- [ ] Issues assigned to team members who have stopped working on them or giving updates
OR
- [ ] The team roster includes a number of people who are no longer involved in the team

### Overview

- We need to do an audit of current team membership in order to remove any blockers, and maintain both workflow and security

### Action Items

- [ ] Look through all `is:open` issues on the 'All' tab of the PeopleDepot Project Board
- [ ] Check in via Slack with any team members who are currently assigned to issues that they haven't worked on for a while (e.g., 2 weeks), asking them if they're still working on those issues and can give a brief update
- [ ] If they say they're no longer able to work on their assigned issues, or want to take a break, or just don't respond, we then need to:
- [ ] Remove them from 'Assignees' for those issues
- [ ] Mark those people as 'Inactive' on the PD Team Roster
- [ ] Offboard them as follows:
- [ ] To offboard non-Product people: https://github.com/hackforla/peopledepot/issues/146
- [ ] To offboard Product people: https://github.com/hackforla/peopledepot/issues/33
- [ ] Take care when offboarding only to remove them from the **PD-write** team on Github, and not the regular (i.e., read-only) **PD** team, from which no one gets removed
- [ ] And of course, thank them for contributing to the project and tell them they're welcome to return in the future!
- [ ] Go through People Depot Google Drive team and change the status of people who are 'Inactive' on the Team Roster from 'Contributor' to 'Viewer'
