Input Data to Citations Error

### Description

When the data loads into the website, the following error occurs: "Input data to 'citations' is not a valid GeoJSON object."

### Steps to Reproduce

1. Run pnpm dev in the local folder where the site is cloned
2. Choose two Neighborhood Councils
3. Choose Last 30 Days date range
4. Error pill appears in lower left corner.

### Expected Behavior

No error should be presented

Error presented
