Add SWITRS traffic citation data

### Overview
California makes available traffic citation data as a part of the Statewide Integrated Traffic Records System. It would be trivial for us to apply the same toolset to this dataset. These can either appear with parking citations or on another tab as a new feature.

- [ ] Create new python script to clean the data
- [ ] Work with devs to figure out what data to display
- [ ] Create functional local version with local db
- [ ] Upload data to EC2 db
- [ ] Deploy to AWS
