Create a Guide/Template: How To Choose a Survey Platform for Your Surveys/User Testing

### Overview
We need to create a guide that outlines which survey platforms are effective for Hack for LA (free versions) so that we can know what tools to use and when.

### Anti goals
This guide will not tell you what questions to put in the survey, that is being addressed in issue hackforla/knowledgebase-content#81

- She utilized Google Forms as a survey platform once for a survey with a few questions
- Responses
- Google Forms is working well for her team
- Melinda doesn't know what she would change in the future concerning this
- The benefit of using Google Forms as a survey platform was that it was efficient since it allowed for immediate feedback as well as being very accessible and versatile (i.e., afforded different formats like multiple types of questions and was complex enough with both qualitative and quantitative options)
