Icebox
- search for any issues in [icebox with no dependency label](https://github.com/orgs/hackforla/projects/64/views/1?filterQuery=-label%3Adependency+status%3A%22Ice+Box%22)
- if they don't have a `dependency` label but they have a defined depdency, add the label
- if they don't have a defined dependency, put them back into the new issue approval column and add the following note in a comment
