TWE Design System Components: Testimonial Cards

### Overview
We need to create components for the TWE design system for the future website development & handoff.

### Testimonial Cards
These cards will be used to showcase stakeholder testimonials or reviews. Consider designing cards that feature quotes, names, and images.

### Action Items

- [x] Create organized component
- [x] Create variations if needed(ex: website, mobile, other states)
- [x] Organize the handoff layout for devs with specs, guidelines, and examples
- [x] Create microsite layout for the Design system webpage (if needed)
- [ ] Get sign off from Leads
- [x] When these steps are done, go to https://github.com/hackforla/internship/issues/402 and check off the dependency.
- [x] Add comment that identifies which micosite template this one will use.
- [ ] When this issue is complete, please check it as "done" and add label "ready for the dev lead"
