TWE Design System Components: Event Cards

### Overview
We need to create Event Card components for the TWE design system, so that we build our website and for other teams for future website development.

### Event Cards
Create cards that include event details, dates, locations, and possibly a CTA for registration.

### Action Items
- [ ] Create organized component
- [ ] Create variations (ex: website, mobile, other states)
- [ ] Create descriptive detail template for the component
- [ ] Create/indicate which microsite template dev team will use
- [ ] Organize the handoff layout for dev
- [ ] Get sign off from Leads
- [ ] When this issue is complete, please check it as "done" and add label "ready for the dev lead"
- [ ] Close the issue
