Create Roadmap for Design

### Overview
We need to create a roadmap for 12 months so that those managing the Design team on the TWE internship project can work more efficiently and designers are aware of their deliverables.

Action Items
- [x] Define high level goal of project - see onesheet
- [ ] determine what questions remain to be able to make a design roadmap
- [ ] Define Objectives
- [ ] order the objectives in terms of priority
- [ ] Create high level milestones
- [ ] Define in detail what goes into each milestone (for the ones that can be done now)
- [ ] Review milestone and make epics for making the issues that will deliver the milestone
