Make labels for managing GitHub project board

If we need a bunch of new labels.

We need labels so that we know what issues are about.

- [x] Create labels for these types of activity
- [x] Create tracker for guides (feature: trackers)
- [x] Make individual issues for guides that are not working according to plan so as to clean them up (feature: cleanup guide)
- [x] Develop guidance for how to make guides (feature: guidance)
- [x] Create system to better track the guides between CoPs and Guides (feature: trackers)
- [x] Define how we are going to review guides in a timely way (feature: workflow)
- [x] Create a system that Incentivizes people to make and complete guides. (feature: evangelize)
- [x] Add feature labels to all existing issues
- [x] Identify issues that don't fit into feature labels by added a label called feature: missing
- [x] Make all the feature labels dark blue
- [x] Make feature label for administrative and apply to #8 #6
- [x] Add labels for role missing and role front end

- [x] on the issues tab, exclude all issues that have size or size missing, and then add the size missing label to what remains
