Tracking where are the guides are on CoPs repos and their status

Once we have closed all the guides that have the label "[Cleaup Guide](https://github.com/hackforla/guides/labels/feature%3A%20Cleanup%20Guide)"

### Overview
We need to know where the workflow for Guide contributors live for each CoP so that we can standardize the process.

### Action Items
- [x] Find all the [CoP](https://github.com/hackforla/communities-of-practice) guide management boards (even if they are part of their regular board) and list them in the Resources below
- [x] Create a Spreadsheet with a High level overview audit to Identify how the templates and management are different from each other (gold standard is Product)
- [x] Draft plan for how they should work
- [ ] Provide detailed CoP audit of each CoP, and what needs to change.
