311 Data Slides: NC Comparison

### Overview

We need to create content to the 311 workshop slides for an use case of what the audience can do with the data. This section will focus on a compare & contrast between two neighborhood councils (NCs) with regards to their bulky items request (and indirectly illegal dumping requests). One of NCs to be compared is Van Nuys NC since it has the highest count of bulky items requests.

### Action Items

- [ ] Explore bulky items requests and identify one more NC for compare & contrast with Van Nuys NC (second NC should ideally be similar in demographics/population to Van Nuys NC)
- [ ] Create slide to introduce the NC comparison example
- [ ] Create slides comparing the stats of the two NCs and providing some insight on
