Define videos needed for workshop: 311 data

### Overview
We need to define which how-to videos are needed for the 311 workshop to support self service.

### Action Items
- [ ] review slides for 311 workshop and make a list of tools, accounts and tasks used in the workshop
- [ ] based on the list, define what parts of the workshops people can learn outside of the workshop and would benefit them to know before coming to the workshop (i.e. how to create an account)
- [ ] create comprehensive list of the how-to video that needs to be created for 311 data workshop
