### Overview
A Vercel account needs to be created under the Hack for LA organization Gmail so the VRMS repo can be linked for automatic preview deployments on PRs.
### Dependencies
- **Blocks:** #2145 — Config changes can't take effect until the account exists and repo is linked

### Action Items
- Create a Vercel account at vercel.com using the Hack for LA org Gmail
- Link the `hackforla/VRMS` GitHub repository to the Vercel project
- Set the root directory to `client/` and the framework preset to Create React App
- Verify a test deployment builds and serves the frontend successfully
