Meeting Data Collection

### Overview
- We need to collect more meeting data for new meetings, then we are currently collecting.
This is a continuation of the following issue https://github.com/hackforla/VRMS/issues/1045

We need a multi-select dropdown (or it could just be a list of checkboxes) component to collect the following data:
- Who must attend
- Who should attend
- Who can attend

- [ ] pass is also to the update api
