User Testing for CMS

### Overview

This issue will test CTJ's CMS mockup for ease of use for team leads.

### Action Items

- [ ] Researchers will collaborate with the design team to develop User Testing for CMS plan
- [x] Ask design about: staged site/wireframe, goals for the study, and timeline
- [ ] Create a new research plan with new script and instructions for participant selection
- [x] Create Usability Study Plan
- [ ] Pilot test with the design team
- [ ] Recruit participants for testing sessions
- [ ] Provide volunteers with test scenarios and instructions
- [ ] Conduct usability tests
- [ ] Collect and document feedback (notes, recordings if possible)
- [ ] Analyze and synthesize findings into key insights (friction points, successes, suggestions)
- [ ] Share results with the Design Team to inform next iteration
