UXD - Privacy modal (Mobile)

### Overview
We need to adapt the privacy modal design for mobile devices so users can review and approve the Cookies and Privacy Policy.

#### More Details

The Cookies and Privacy Policy should appear as an overlay and require acknowledgement to close it. The copy should not be altered unless strong justification is provided and approved.
