UXR - Update the competitive analysis to reflect new LA 311 data maps

### Overview
We need to update the competitive analysis (RP012) to reflect the rich ecosystem of new neighborhood data mapping initiatives in LA.

- [x] a walkthrough of the desktop experience
- [x] a walkthrough of the mobile experience
